Job Description

Job Summary:

The UI/UX Designer will be responsible for creating user-centered designs for the Guidance Document Portal catering to three distinct user personas: Public Users, Agency Users, and Secretary of State Administrative Staff. The role involves producing responsive, mobile-friendly, and WCAG 2.1 AA compliant designs aligned with State of Oklahoma branding standards. Deliverables include wireframes, high-fidelity mockups, interactive prototypes, and a reusable design system, supporting the project through discovery, design, and development phases.

Responsibilities:
  • Conduct UX research and persona workshops for Public Users, Agency Users, and SOS Admin users.
  • Design low-fidelity wireframes for homepage, guidance search, index, detail, and subscription pages.
  • Create agency dashboards and workflows for adding, amending, and rescinding documents with clear step-by-step interfaces.
  • Design administrative dashboards including publishing queue, user and subscriber management, agency management, docket management, audit logs, and reports.
  • Produce high-fidelity mockups using Figma or Adobe XD consistent with State of Oklahoma branding.
  • Design key UI elements like logo placement, headers, footers, and ensure consistent styling across pages.
  • Ensure mobile responsiveness across desktop, tablet, and mobile breakpoints.
  • Design color-coded status labels with accessible contrast for various document states.
  • Build a reusable Design System and Component Library including buttons, forms, tables, modals, and status badges.
  • Create interactive prototypes for client walkthroughs and stakeholder approvals.
  • Ensure all designs meet WCAG 2.1 AA accessibility standards including color contrast, keyboard navigation, and ARIA patterns.
  • Collaborate with front-end developers to maintain design fidelity during implementation.
  • Conduct usability reviews and iterate designs based on feedback.
Required Skills & Certifications:
  • Proficiency with Figma (primary), Adobe XD, Sketch, and InVision.
  • Working knowledge of HTML5, CSS3, Tailwind, and Bootstrap.
  • Experience creating design systems; familiarity with Storybook is a plus.
  • Ability to create clickable, realistic prototypes.
  • Experience with accessibility tools such as axe DevTools, WAVE, Stark, and Contrast Checker.
  • Strong understanding of WCAG 2.1 AA success criteria.
  • Minimum 2 years designing US Government or public sector portals.
  • Experience designing for diverse citizen users and document search/repository interfaces.
  • Familiarity with US Web Design System (USWDS) and state-specific branding standards.
  • Bachelor's degree in Design, HCI, Fine Arts, Computer Science, or equivalent.
Preferred Skills & Certifications:
  • Experience with State of Oklahoma branding guidelines.
  • Motion design and micro-interactions expertise.
  • Section 508 audit experience.
  • Nielsen Norman Group UX Certification.
  • IAAP CPACC or WAS (Web Accessibility Specialist) certification (highly preferred).
  • Google UX Design Certificate.
Special Considerations:
  • Part-time project-based contract with approximately 25% allocation.
  • Remote work location.
  • WCAG 2.1 AA compliance is mandatory for all deliverables.
  • Collaboration with multiple stakeholders including project managers, solution architects, developers, QA, and business teams.
  • Work involves supporting discovery, design, and development phases over 8-10 weeks.
Scheduling:
  • Part-time allocation (~25%) over an 8-10 week duration.
  • Estimated total of 100 hours, front-loaded during discovery and design phases with ongoing support during development.
